PROBLEMS WITH SECTION 8

I'm having trouble with Section 8. I was sent a letter from Kim Rittle, Section 8 Program Director in Lebanon County, Pennsylvania. In the letter they are threatening to end my voucher based on a bunch of lies. It was said I was offered a Housing Choice Voucher and I refused. That's a lie. I have had a Housing Choice Voucher since 1994, and I never refused it. But according to Michelle Schofield I did refuse. I can only believe she has orders from higher powers to lie about me.
Next the letter states, "the HAP contract between the Housing Authority and Washington Court was terminated as of July 31, 2018." The reason for this, they say, "your dwelling failed the May 2, 2018 Housing Quality Standards inspection and the required repairs were not complete by the due date. According to your landlord, the repairs could not be completed because you would not allow the workmen entry to your apartment when they arrived to make the repairs. As a result, rental assistance payments are no longer being made on your behalf."
Another lie. I never refused the workmen entry to my apartment. The property manager, Joseph Turner, made that lie for whatever reason. The truth is, through most of the first half of this year I was very sick from toxic black mold in my body which you can read about here... ourlifebook.freeforums.net/thread/486/battle-mold-washington-court-apartments Part of what I wrote is, "Eventually the property manager brought in a contractor. I talked to the contractor and we decided on a course of action, and a time when they would start. But the property manager had other ideas. He decided something else would be done, and he didn't care how uncomfortable his course of action would be to me. Also, he decided that the contractor would come in at 7:30 in the morning, in spite of the fact that I've been sick a lot and wanted mornings to be my time to rest. I said that they come in anytime afternoons. The property manager then twisted what I said and made statements to the effect that I am refusing to let the the workers in, which is a lie."
The letter goes on to mention the legal actions the landlord is pursuing to end my lease. And that I have not initiated contact with them that a Voucher be issued to me. I don't understand this. Did they end my previous Voucher?
The letter goes on to mention a conversation I had with Bryan Hoffman, Executive Director of the Lebanon County Housing Authority. The letter says he encouraged me to accept a replacement voucher to use outside of Lebanon County.
Finally, the letter says, "Since you have not contacted the Section 8 Department even after your conversation with Mr. Hoffman and since you are no approaching 2 months since the HAP contract has been terminated, we can only assume you are no longer interested in participating in the Housing Choice Voucher program." It goes on to say that if I don't contact them by October 10th I will be withdrawn from the Section 8 Voucher program.
The fact is, I have tried to contact them. I left several voice mail messages that they are obviously ignoring, just like the local Social Security Office did regarding my SSI.
Also, the local Section 8 office may or may not remember that I went through a similar situation with a previous landlord about 6 years ago. That landlord took me to Court trying to evict me, and Section 8 never did anything like this. What's the difference?
